The HIS Rapid Response Evaluation Methodologies Toolkit draws on several best practice system and process evaluation and refinement methods and structures them to be used in quick succession to evaluate HIS adoption/use in various proposed evaluation studies and produce maximum results with minimal time and effort. These efficiency gains are produced through a rapid “Plan-Do-Study-Act (PDSA) Cycle” (based on the work of Walter Shewhart and Dr. W. Edwards Deming).

A conceptual view of the HIS Rapid Response Evaluation Methodologies Toolkit for the eHealth Observatory to examine the effects of HIS for the entire spectrum of the HIS lifecycle, including early and late adopters as HIS users. The analogy of a telescope with multiple lenses is used to visualize the Observatory and its methodology toolkit. These are the close-up view with usability engineering, in-motion view with process evaluation, fixed-anchor view with impact evaluation, and wide-angle view with meta-analysis and review.
